Secure Access: About licensing on shared devices

I have some questions about how Secure Access licenses are counted.

I understand that Secure Access licenses are provided as a per-user subscription.
For example, I think they will be counted by the number of employees in a company.
On a shared device, multiple users may take turns working on the same device.
In such cases, is it better to count the number of licenses by the number of users rather than the number of devices?

It is the numbers of users. Who says your "shared device users" will not eventually have their own device in the future?
