I am trying to set up an L2TP/IPSec vpn to a 3005 concentrator. Everything seems to work (PHASE1 completes, PHASE2 completes, tunnel established, session started and the user is authenticated with RADIUS) but then the tunnel is dropped with the message 'tunneling protocol not allowed'. What causes this message?
At one point the tunnel stayed up and running but later on I tried again and it failed. I can't remember changing anything in the config though.
I read somewhere that I should turn on 'L2TP over IPSEC' in the base group but this disables the IPSEC option and to me it seems I need IPSec for Cisco vpn clients that need to connect.
Any suggestions?

Change the base group to allow l2tp/ipsec ; Check if l2tp is globally enabled.
