Is S370 WUC partially fulfilled the features of Web Reputation Filters?

A sales told WUC license is actually partially fulfilled the features of Web Reputation Filters besides to observe the WBRS, and customer reverts to me; why is their S370 defined an URL with bad WBRS (-6.0 as I know) but still able to open the URL.

Can someone help to give an exact answer for that? Thanks in advance.

WUC and WBRS are two different features. WUC handles URL categorization of the requests. WBRS feature rates the domains on the web on a scale from -10 to +10.  To answer your question, to block an URL with poor WBRS score - you will need WBRS license key activativated and enabled on the appliance.
