Joining Through a Browser vs. Application

It seems when people join through a browser instead of through the application their actions are limited. For instance, is annotation impossible when joining a meeting through a browser? Is there a list of limitations somewhere?

I haven't found a full list but I've identified these specific issues:

1. Host can't assign privileges to attendees individually
2. Attendees can't share in breakout rooms
3. Attendees can only view annotations
4. Host can't ask for control of mouse

I've escalated these issues with my Cisco rep as these are crippling to a teacher when all their students have Chromebooks.
