562 Headset failing to pair with base

I have a Cisco 562 multi-base headset. The base and the headset will not pair together. The base is just flashing the 5 white LEDs non stop and the headset is flashing it's white LED. After a reset of the phone (CISCO 8811) and the headset being turned off and re-seated, it still will not pair. the headset does not have any pending updates and the y-cord is plugged into the correct AUX and headset ports in the back of the phone and the USB port on the base of the headset. When I push the headset button the phone itself, it will light up green on the base by the phone symbol, but there is no audio from the headset (acting not paired). 

What else can I try? Thanks!
