Did you enable PIMv6 under the BD?

No, we didn't enabe PIMv6 under BD and multicast under VRF. Because i think vxrail node just need L2 multicast from ACI.

Ran into this recently.
During the VxRail build (initial or node addition) there is a lot of IPv6 multicast communication within the VLAN 3939 ("VxRail Management"). I found that disabling Rogue Endpoint Control in ACI allowed this process to finish. Once the VxRail is done being built (or additional node added) you can safely re-enable Rogue EP control.
You do not need to do anything with MLD or PIM policies on this EPG/VLAN. This is because this network never leaves VLAN3939 and you do not have a gateway/subnet configured in the associated "VxRail Management" Bridge Domain.
