Do you need to run in breakout mode for the CVR-QSFP28-SFP25G adapters to work or should they just negotiate to 25GbE or 10 depending on adapter/sfp?

no breakout mode, it negotiate to 25/10GE depends on sfp, nxos 10.x.x is needed
