Leaf hw replace interface down

We replaced a leaf and it come up in the fabic. 2 Interface to spine are up.
all my other ports are down.
what could be the answere?

Peter,
Can you attach to the console of the replacement leaf and reboot the leaf? Please capture all of the console messages during bootup and attach a text file with the display output.
also, can you login into the leaf and perform the following commands:
cat /mit/sys/summary
show hardware
show inventory
show interface status
Please attach a separate attach text file with the display output.

Attached file when console connected , your command output and a reboot.
Not! We replaced C9396PQ > C93180yc-cx
But all cables are in place and the interface have the same name.

Po7 -- disabled trunk full inherit --
Po8 -- disabled trunk full inherit --
the ports appear to be disabled ("blacklisted"). Simply, go to the physical interfaces that are disabled and re-enable them. This should fix the issue.

No it didn´t help.
This is bug TAC told us.
SR 681045485.
So I´m waiting for a solution from Cisco.
