You're talking about physical servers but your screenshot shows a VMM domain which is a little confusing.
If you want physical servers to have the policy deployed regardless of whether the switch has seen packets then you need to set Deploy Immediacy to Immediate.
If you want VMM servers to have the policy deployed regardless of whether the APIC is aware of a VMM server being present on that port then you need to set Resolution Immediacy to Pre-Provision. If you want the policy in the switch TCAM before packets are seen then also set Deploy Immediacy to Immediate. This config will push the EPG to every port where the AEP is present, so be careful in AEP design otherwise you could end up with it enabled on a lot of ports in your network.
