Single source of truth for ACI

hello, we are planning to user either ansible or terraform for our existing ACI platform. the platform uses around 300 switches and 1500 EPGs. 

taking into account that it is brownfield

1. which tool do you think is best for such an environment (1500 EPGs and 300 leafs)
2. which single source of truth can be recommended for that

maybe you could share some experience
