Although there is no mentions about it anywere, I would expect the logical pair ID to be unique per fabric (per APIC cluster).
However, the vpc logical pair id, which is basically the vpc domain id, is used for generating the vpc system mac.
How to verify:
Leaf101# show vpc | grep domain
vPC domain id : 16 (decimal value)
Leaf101# show vpc role | grep :10
vPC system-mac : 00:23:04:ee:be:10 (hex value)
This vmac is used for underlay routing, and used in conjunction with vpc vip.
Since vpc vip is uniquly allocated for each pair I would not expect a problem to have similar logical pair in different pods, however I would avoid this type of config.
My suggestion is to use different vpc domains.
