Is there any known bug on ACE running A2(3.1) version in regards to the traffic not getting forwarded from one vlan to other.

No.
You'll need to troubleshoot.
Sniffer trace off the tengig interface.
Running config - look for ACL blocking the traffic.
Check 'show np 1 me-stat -sfp' and 'sho np 1 me-stat -sicm' for drops.
