Activate circuit/interface on 11050

Is there a command to activate VLAN1? When I do "show circuit all" under circuit status it says "downipEnabled". How do I change down to active? The CSS is connected to 5509. I tried admin shutdown commands. The port on 5509 and e1 on CSS are 100-full duplex.

check that you have at least 1 interface up and that this interface is

under vlan 1.
