Having X physical servers each having Y logical services/IPs, is it possible to implement bandwidth management/QoS on the CSS? I.e. requests to service Y1 must not exceed a certain bandwidth on the backend link of the CSS?

Not possible on CSS and not on the roadmap.
Our next generation of loadbalancer should have this feature.
