Is it possible to do load balancing and failover with css11052 and css11501

Technically you can make it work, but I would highly recommend against it as the configs from an interface perspective are very different. Also, trying to keep your configs sync'd up will be somewhat difficult.
All in all, if you have a simple config and want to just have the 11052 as your backup so that you will atleast be able to failover properly and have working load balancing, then YES, you can set this up.
