We are looking at upgrading to the new CSS 11506 to take advantage
of the redundany that this device offers.
How is the redundant SCM used during normal (non-failure) operation?
Are the GE ports on the redundant SCM available for use by the primary
SCM, or completely unavailable?
What best practice does Cisco advocate regarding VRRP configuration if
two redundant 11506's; both with redundant SCM's are deployed?

I just setup two CSS 11503 switches as Active/Passive fail over. The GE ports on the SCM are connecting directly between the two switches. You need to setup Adaptive Session Redundancy. So, in all your circuits, services, content rules add redundant indexes. In your SCM GE port add Inter-Switch communications. Last, you need to add critical-services to all your circuit VLANs.
