If you setup a Layer 4 TCP rule to loadbalance TLS across two web servers, is there a way to insure proper stickiness? Can't use source-ip in this instance because CSS is behind a proxy. Thank you.

no other option because the sslid is not visible in TLS.
You should use an ssl module, terminate the traffic on the css and use cookies.
