If router is configured with WCCP redirection already but WAE is not in the network, does router redirect traffic? How does router detect WAE to start redirection?

In terms of verification, the `show egress-methods' command will detail the method used in specific situations. And use sh ip wccp command to verify the redirection.

For WCCP redirection to occur the WCCP peering needs to first be established by the sending and receiving of "Here I Am" and "I See You" packets between the WAE and the Router.
To see if the WCCP peering is up use the "show ip wccp
The "debug ip wccp packets/events" is also useful to see the messages being sent between the devices.
If this does not happen no WCCP redirection will occur and the router will just forward the traffic without being redirected.
