Could the device be used as an enterprise proxy server (400+ accounts)?

Nakkamon,
if you are using your WAE with Cisco Wide Area Application Solution (WAAS), it is not a proxy.
If you have users working in branch offices and are using an internet breakout, the WAN traffic can be optimized and could/will be stored on the WAE devices in cache.
Thus when visiting the same pages again or other users visiting these pages, they will build up much faster.

Nakkamon,
Check this guid for setting up ACNS box as a standalone device (~proxy) -
Check the duide for monitoring capabilities as well - depending on your requirements, you will be able to see if this suits you or not.
As for AD integration, check http://www.cisco.com/en/US/docs/app_ntwk_services/waas/acns/v55_13/configuration/local/guide/conauth.html

Nakkamon,
additionally I'd like to advise to contact your Cisco account team for a discussion on ACNS.
Best Regards,
chris
