How to remove a Hidden KeepAlive on CSS11503

How do I remove a keepalive that does not exist but yet it does. I created a global keepalive. I went to add the keepalive to a service and it gave me an error that the maximum keepalives were exceed, which was not true. I went and activated the keepalive and tried adding the keepalive to the service. Now it tells me it does not exist. It does not display as a valid keepalive. I try to recreate it but the CSS tells me it exist.

Any suggestions on how to clean this up is much appreciated.

CSCek41097 - Ghost Keepalives cannot be removed
You will have to reboot to get rid of the keepalive and you should probably upgrade at the same time to avoid the problem for coming back.
