I cannot open IEV(4.1.1.S48) screen on NT server

I installed IEV4.1.1.S48 on NT server but cannot open the IEV screen. "CISCO IEV service" and "MySQL" started on the service. no event log. if I double click the IEV icon on the desktop, shortly showing on the task bar but nothing. Any tips ?

- 256MB RAM

- 3.2GB HDD free space

- P4 1.2GHZ
