A general question. When you specify a flow permanent port..will that apply to only ingress traffic with a matching destination port, or would a matching source port also apply?
Is this true for content rules also?

it applies to source and destination.
It is true for content rule as well unless the rule is configured with a flow-timeout-multiplier.
