"Outgoing proxy failures"

Dear

Currently my local Users browser setting was pointing to this CE and we have another outgiong proxy CE at another location.

I had tried the ping to the Outgoing CE and response is pretty good.

PING 10.192.0.9 (10.192.0.9) from 10.192.128.8 : 56(84) bytes of data.

64 bytes from 10.192.0.9: icmp_seq=0 ttl=253 time=66.5 ms

64 bytes from 10.192.0.9: icmp_seq=1 ttl=253 time=65.3 ms

64 bytes from 10.192.0.9: icmp_seq=2 ttl=253 time=65.8 ms

64 bytes from 10.192.0.9: icmp_seq=3 ttl=253 time=65.3 ms

64 bytes from 10.192.0.9: icmp_seq=4 ttl=253 time=66.0 ms

I also noticed that the Failures was increased a lot and the error message was displayed "No Outgoing_proxy available" when i did the debug http proxy.

It was impacted to the Local Users when they access to internet. The local users are encountered the intermitten problem.
