It is actually common to see 61 and 62 flipped when you're at a DC site. This is typically done to distribute the load more evenly between multiple WAEs in the WCCP farm since based on the traffic pattern at this site there are more unique source IPs coming in than there are unique destinations. 61 hashes based on source IP and 62 hashes based on the destination IP. If there is only 1 WAE in the WCCP farm then it doesn't really matter since all traffic is going to be redirected to only 1 WAE.
