WAE 674 license

Do I need Manager HW and license( WAAS-CNTRL-MGR) where at the core I am using WAE 674 enterprise license ?

WAAS does require a dedicated Central Manager appliance - With WAAS 4.1 - the central manager license is part of the enterprise license (just a different device mode). Based on the 3 sites that you listed a Central Manager can run on a WAVE-274 platform.
