Hello, I new in the JTAPI area and I would like to ask it is possible to makecall to third party sip Directory Name ?

If your CUCM system is fully configured for SIP URI dialing to the 3rd party endpoint, then JTAPI will accept the SIP URI in dial/connect methods: https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucm/jtapi_dev/11_5_1/CUCM_BK_C04D9E75_00_jtapi-developers-guide_1151/CUCM_BK_C04D9E75_00_jtapi-developers-guide_1151_chapter_011.html#CUCM_TP_U4926DCA_00
I.e. if the device you are controlling can dial and connect to the URI, then JTAPI can control the phone to dial the URI.
