How to control Third Party SIP Devices via TAPI

Dear Cisco dev community, 

I am working on a project whereby using the TAPI functionality, I am monitoring calls between several lines. All's currently well however, I am unable to monitor a line which was created on a third party SIP device. 

Is this by design? 

I also note that the check box "Allow Control of Device from CTI" is not available for a third party SIP device.

CTI (TAPI and JTAPI) are not supported for 3rd party devices - due to policy, support and technical complexity reasons.
