This command is invalid because the filename is NOT found in the root directory.
Can you post the output to the command "dir flash:c2960x-universalk9-mz.152-3.E1"?
Try a different IOS version.

i download c2960x-universalk9-tar.152-4.E1.tar from Cisco Site
Next Checksum MD5 And SHA512 In the cisco Site With Application is ok
Next formated the flash cisco Switch
Next Copy c2960x-universalk9-tar.152-4.E1.tar To USB Flash
Next Use Command Archive Download-sw /Overwite Usbflash01:/c2960x-universalk9-tar.152-4.E1.tar
The Tar File Extract And setup In Switch But After Boot This Fail Is Show

Try a different IOS other than 15.2(4)E1. Could be an IOS fault.
IF there is a stacking module attacked, remove it and try rebooting it again.

i try with other os details:
15.2(4)E1 boot fail
15.2(3)E3 good boot no problem
15.2(2)E4 good boot no problem ( Suggested Cisco)
