Cisco 7821 - Showing upgrading status on the phone page

Hi,

I have uploaded the phone firmware for Cisco 7821. It is showing "upgrading" Please see the below 

Registration: Registered with Cisco Unified Communications Manager XXXXXXXXXXXXX
IPv4 Address: 10.3.30.44
Active Load ID: sip78xx.12-1-1-12
Inactive Load ID: sip78xx.11-0-1-11
Download Status: Upgrading
Requested Load ID: sip78xx.12-1-1-12

Is this a bug?

ID in bug tool kit and see the fixed releases.

We are using cisco 7821 model phone. The firmware installed is 78xx.12-1-1-12 and it not in the bug list.
