On 3750s this bug fix worked for me. I went from 15.0(2)SE9 to 15.0(2)SE7 then finally to 15.0(2)SE5. The last version worked. 15.0(2)SE5. I also noticed this is more of a issue with stacked switches. Standalone switches do not exhibit this exact behavior.
