The LC should eventually recover, fairly quickly. If not, a manual power off and power on of the line card slot should fix it.
The "root" bug that tracks the fix for this problem is CSCsm98964, but there is some administrative issue blocking the release note display.

Symptom:
In some circumstances when upgrading IOS on Sup32 platforms, WS-X6516A-GBIC or WS-X6148A-GE-45AF modules may experience failure to come online because of timer event and as a result be powered off. Some Traceback outputs may be noted.
Conditions:
This may occur during a software upgrade.
Workaround: No workaround is known at this time as the modules will be powered back on and again run diagnostics and come online. If this does not happen then manually powering off the affected slot and powering it back on should correct the problem.
