The fix is to get a working /etc/ntp.conf in place.
Steps:
+ Generate root accounts on working and non-working SUB
+ Copy /etc/ntp.conf using stfp from working SUB to the non-working SUB
(Or copy from and inactive partition, e.g.: cp /partB/etc/ntp.conf /etc/)
+ Restart NTP ("utils ntp restart")
And that fixes it.
Unfortunately, the "generating root accounts" part is not usually permitted on SUBs for ordinary users. This activity must be executed by TAC, which is why the release note is so phrased. If you have alternate means to take the above steps with appropriately cleared engineers in the classified areas, you can do so.
