what is the device model and what version running now?
Looks like there is no update on the bug, maybe due to end of life device support (i am thinking).

The was more if Supervisors, but looking at your model 2960S-24TS-L - what is the outcome if you disabled the SNMPv3 and is the CPU go to Low?
you can also check show process cpu | ex 0.00% to confirm is this due to SNMP or any other process ?
