CSCue52005 - Implement shutdown option for UCS central virtual machine

Actually found that we need not only login to server console. We need to change CLI context to local-mgmt to do this.

1. Login to UCS Central Server console with admin privileges.

2. Switch context to local-mgmt:

connect local-mgmt

3. From this context reboot and shutdown options available.

This workflow was not clear for me, I think that I can poweroff server right after login.
