The below steps fixed the issue:
On the Cisco Unified Attendant Console Advanced Server
Start the SQL Configuration Manager utility.
A. In the utility, choose Network Configuration and make sure that TCP/IP and Named Pipes
connections are enabled.
B. Then restart SQL for the changes to take effect.
