This problem still exist in ASR 1K's. I have experienced this on both ASR 1006's and 1002X's. Updating NTP will still cause the TBAR errors and drop the GDOI.
However, in my experience neither Changing the time or Clearing the crypto work to restore the VPN. I cannot talk to removing TBAR as we have not been able to test this. A reboot of the router will however restore the VPN without recurring incident.
