The bug also affects IOS version 15.4(3)S3 (XE software version 03.13.03.S).

CSCup41110 was resolved more than a year ago. The most recent release in 3.13S release is 3.13.6a.S. 3.13.3S should have the fix.

If you feel that the problem reported in CSCup41110 is not fixed in 3.13.3S, please provide data you looked into, that led you to come to this conclusion.

I too have experienced this bug today on 2 4431 ISR routers running 15.4(3)S4 (Release 3.13.4S) 

All encrypted traffic was stopped and even when there was no traffic the CERM log was shown.  The only resolution was to reload the routers.

I am unable to find this bug reference in the ISR release notes as either fixed or open.
