Hi Cisco TAC,
Our WLCs are on 8.2.166.0 codes now and this bug still hits us every time a controller reboots. Please advise what the permanent solution is. Thank you.

This is not Cisco TAC. You don't give the model of your WLC either.
8.2 is getting a bit old now.
I would suggest upgrading to the latest gold star release for your platform.
