Please insure that you pay particular attention during the file transfer process which ever method you choose to use (USB, HTTP, TFTP). Ensure that the file transfer occurs without error. I received the same fail messages while trying to perform a software install. I copied cat3k_caa-universalk9.16.09.01.SPA.bin from usb to usb and one of the pkg. files did not copy over successfully, but i did not receive any notification of the incomplete copy either. So I thought the transfer was good. I didn't find out about the incomplete transfer until I used the original usb to complete the software install. An incomplete transfer could very easily cause this error as well. Signature Verification failed on cat3k_caa-drivers.SPA.16.09.01.pkg. is one of the errors i received because of the incomplete pkg. transfer from usb to usb. Could occur during any transfer method.
