I have same problem but I have checked the file with sgn in end of the extension. I removed the file and load the correct file again.
This step works fine for me.

The process is not working for me.
This is what i did: 1. delete existing List.xml.sgn. 2. upload new list.xml. 3 restart the TFTP service
The new List.xml stays as List.xml but List.xml.sgn is not generated.
I even restarted the callmanager service in desperation but no luck.
Any help please!

Same issue for me. it didnt work. even cop file from cisco didnt work.. new Ringlist.xml is never update. and no sgn file generated.
