Iam using Cisco ISE 2.4 Patch 3, this issue still exists. Is Cisco planning to fix this sometime soon or is there any other workaround.

Steps to reproduce:
1. Run ISE
2. Join ISE to AD
3. in Administration > Identities > User add the user with external password (choose your AD)
4. Go to Administration > Admin Access > Authentication, choose your AD as Identity Source
5. Go to Administration > Admin Access > Administrators > Admins Users and press Add-Select from Network access users
6. Add your network access user with external password, assign Super Admin role to this user
7. login from a different browser or logout and from ISE and try to logging with Identity Source "Internal" put your network access user-name with external password.
8. Authentication will fail
