It seems that CSCvj48340 bugfix broke DTLS rekeynig.

If "anyconnect ssl rekey"  feature is used, then Anyconnect will fallback from DTLS to TLS after attempting DTLS rekeying.

Are you still having this issue?  I seem to experiencing a similar issue.  I have tested 9.10 in lab which appears to fix this issue and few other we are experiencing but am hesitant to go that route.
