This also affects me on version 11.9.1 build 55716. I moved the menu the left side of the screen because vertical space is very important to me to not be cluttered, and it just simply never expands out (clicking the icon does nothing either), forcing me to end a screen share with Task Manager. I have not heard of my colleagues sharing the bug however.
Using Windows Server 2016. I have two identical 1440x900 displays connected at 75Hz, and I always share display number 2 (which is set as default in Windows) because I have the display on port 1 rotated 90° in landscape mode.
