Hello everyone,
we are encountering the described issue: the "Generate Voucher" button (under 'Advanced Feature > Cisco Cloud Onboarding Configuration' CUCM CM Administration menu) is not working, just like the Save button.
If you click on one of the two, nothing will happen as if they were not buttons.
If you scroll down to the bottom of the web page you will just see that the 2 buttons are just grayed out.
The bug CSCvn81037 description mentions as a workaround:"To proceed further on onboarding we can take working voucher details from plmvoucherdetails table from working server and insert in the same table of the server where issue is occuring."
Has anyone tried this ever?

The problem was depending on issues on the licensing.
Once licensing was fixed, the buttons "Generate Voucher" and "Save" became available and we could successfully enable the Push Notification.
Looking at the The 'Licensing Prerequisites' paragraph of the 'Push Notifications Deployment Guide', it is clearly mentioned that:"Smart Licensing must be configured before you onboard the cluster for Push Notifications" but at first glance the relationship between the "Generate Voucher" button being disabled and the problems with the license registration was not that clear with us.
In brief: if you encounter the behavior in question, double-check the CUCM licensing status and make sure licenses are registered.
