Seeing a similar issue on 9300: (Is this related to same bug CSCvq65075 ?)

When issue occurred, sufficient power budget was available on switch

Someone has manually configured the port for only 30.0wac.

That is the actual problem.
No power is received on port when static power limit is set.
The AP is capable of operating on 30w power too.
As soon as power limit is removed from port, everything works fine
