Seeing a similar issue on 9300: (Is this related to same bug CSCvq65075 ?)

Model: C9300L-24UXG-4X
Version: 17.03.05
SW Image: CAT9K_IOSXE

802.3bt mode enabled on switch:
cisco9300(config)#hw-module switch 1 upoe-plus
!!!WARNING!!!This Configuration will powercycle the switch to make it effective.Would you like to continue y/n?[confirm]

When issue occurred, sufficient power budget was available on switch

cisco9300#show power inline

Module Available Used Remaining
(Watts) (Watts) (Watts)
------ --------- -------- ---------
1 880.0 296.5 583.5

Post the complete output to the command "sh power inline Gi1/0/4 detail".

cisco9300(config-if)#shutdown
cisco9300(config-if)#no shutdown
cisco9300(config-if)#
cisco9300(config-if)#end

--> Wait for around 1 minute after running above command `no shutdown` on the port gi1/0/4

Someone has manually configured the port for only 30.0wac.

That is the actual problem.

No power is received on port when static power limit is set.

The AP is capable of operating on 30w power too.

As soon as power limit is removed from port, everything works fine
