After installing ICM11.6.2_ES55 I was not able to open Web Setup or CCE Web Administration. I was able to resolve this issue by opening the SSL Encryption Utility / choosing all instances / checking enable encryption / restarting tomcat. I had a similar issue when I upgraded tomcat so I thought to check this. This was enabled prior to installing the ES
