I have the problem too, and don’t found a solution for that issue 

It happens on Cisco 9300 switch,

the version of the Cisco switch is 17.12.3

that Bug is related to Cat 9600 related ports.

If you have same issue, what  SFP Module and post output here to understand the issue.

is the SFP from cisco ? and is the SFP DOM compatible ?  (some old MM not work).
