CSCvy73792 workaround

The workaround described in CSCvy73792 is not effective.
Effective workaround are as follows:
1. config "license smart transport off ".
2. wr mem & reload
3. re-config "license smart transport smart " .

It duplicated bug CSCvy73792 from CSCvw55418, inside bug 418  mentioned that the workaround doesn't work, however, they fixed it already, from 17.3.3 onwards.
