CSCvz24613 - Update protocol pack fails with error code NCAV10034

The bug references Cisco DNA Center 2.2.2.3 and Catalyst 9300 switch.

I have observed this on version 2.2.3.4 and a 9200 switch.

The same happens in 2.3.5.3-70194 with WLC 9800-CL. It works with 9200 though.

I have the issue in DNAC 2.3.5.5-70026 with 9300's running 17.9.4.a.  I found a bugid but this is for 17.6.4 (CSCwe83651).
