IBM released 5.3.0.9 ipfilter does not completely fix the issue.

The problem is not specific to CSW Agent <-> CSW Cluster communications.
It may affect any IP fragmented traffic to the workload which matches a rule in ipfilter.

You are write it is not specific to CWW Agent.

The CSCwd67224 AIX CSW agent connection issue likely arises  from network fragmentation. Check MTU settings and adjust packet size limits.
